National Observatory on the Condition of Persons with Disabilities

The National Observatory on the Condition of Persons with Disabilities, established by Law of 3 March 2009 n. 18 holds an advisory role and provides technical and scientific support to the drafting of national disability policies, aiming at developing and improving information on disability in Italy, while contributing to more efficient and suitable policies. In particular, the work of the Observatory is directed towards:

  • promoting the implementation of the UN Convention on the Rights of Persons with Disabilities signed in New York on 13 December 2006;
  • preparing a two-year action plan for the promotion of the rights, and integration of persons with disabilities, thus implementing national and international legislation;
  • promoting the collection of statistical data and the realisation of studies and research on the theme;
  • preparing the report on the state of implementation of disability policies.

The shift in the cultural, legal and scientific perspective introduced by the ratification of the UN Convention, at national, European and global level, introduced a human rights-based approach to disability, thus requiring the Observatory to introduce innovative elements in the way the different issues concerning disability and persons with disabilities are interpreted and addressed.
